Hi you could, i use a 3' tank for frags (3x18x12) 2x 39w T5s, racking, internal filter filled with live rock rubble
imao i wouldn't use sponge as a filter as they are well know for nitrate problems,
i use a few kg live rock and some live sand from one of my tanks,
i did have a small (very old)skimmer but that gave up ages ago
so a few small water changes a week
i use this set up for zoas, mushrooms and the odd leather
i have a pic somewhere try to find for you

My first frag tank was 3 foot and I had it set up with just an external filter filled with live rock.
As Peter has said, best to leave out the sponge.
My current frag tank I just run with an in tank deep sand bed and small powerhead which works really well too and the growth is superb.

I have not used a skimmer on either set up and only used the external on the first one.

This is a Rio 180 when it as first set up. I used an external filter, powerhead and heater.

After a few months every gap was filled and more shelves added

Pond plant baskets are ideal for fragging mushrooms

This is my current frag tank. I run this with a deep sand bed, powerhead and filter. Growth is much faster in this tank.
